An Early Warning Project

All conflicts emit warnings, in different ways – either in terms of conflict transformation or in terms of an impending deterioration. As a Research Institute and Think Tank, the Institute of Peace and Conflict Studies endeveours to identify early warning to an impending conflict and conflict transformation.

In the Jammu region of J&K, during the last few years, there have been tensions between two communities – the Pahris and Gujjars. Ever since the latter were included in the Schedule Tribe list, the distance between the two communities has increased. While there have been demands and counter demands, in certain districts of Jammu region, there is a clear tension between the two communities. Unfortunately, the State and Union governments have been extremely tied up with what is happening in Kashmir valley. As a result, developments along the Pir Panjal regions, especially on its South is being either undermined or down played.

As a part of its Conflict Early Warning project, the Institute has attempted to study the growing faultline between the Gujjar and Pahri communities in J&K. The focus questions include the following:
1.    Causes of Gujjar-Pahri tensions
2.    Nature of Gujjar-Pahri interactions today
3.    What forms do the Gujjar-Pahri tension likely to take?
4.    What alternatives are agreeable to the two communities?
5.    What needs to be done by the State and Union governments?
