Dr Bhashyam Kasturi comments on the recommendations made by the Group of Ministers on Reforming National Security for restructuring intelligence agencies
The most secret organs of government deal with intelligence. The Indian government took this logic to the extreme; whilst publishing the recommendations of the Group of Ministers on Reforming National Security, it left completely blank the relevant portions of these recommendations (pp16-40) relating to restructuring of the intelligence system. But the press release issued by the government contains some clues regarding the recommendations of the Task Force headed by former RAW (Research and Analysis Wing) chief, Girish Chandra Saxena. The Group of Ministers (GOM) and the Cabinet, according to a press release, accepted the Task Force’s major recommendation that an Intelligence Coordination Group (ICG) and Technology Coordination Group (TCG) working in close cooperation with the National Technical Facility Organization (NFTO) be set up.
