Intelligence Agencies: Need for greater attention by the government

Sarath Ramkumar advocates chalking out a clear role of the different intelligence agencies as well as making them accountable to the legislature


According to a newspaper report, the roles of the Intelligence Bureau (IB) and Research and Analysis Wing (RAW) have been defined as a follow-up of recommendations of the Group of Ministers (GOM). While the IB will be accountable to the Home Ministry, its Director has the right to report directly to the Home Minister/ Prime Minister on matters of intelligence. The RAW is to be responsible for collection, analysis and assessment of all forms of external intelligence of interest to the country and for timely dissemination of such intelligence to various agencies. RAW has been given the exclusive right to conduct operations abroad. Other agencies can undertake such operations at only at the “specific clearance of the Prime Ministerâ€Â
