The focus of the lecture was to establish maximum stability and minimize the instability arising due to ballistic missiles by structured arms control. The weapons systems and policies of the three major players in Southern Asia namely, India, Pakistan and China were examined. The study undertaken by the speaker coincided with Operation Parakram, the largest troop mobilization by India and Pakistan along the Line of Control. Three possible scenarios were analysed. In the first ballistic missiles are used early in the conflict, in the second the use of missiles is deferred to a later point of time in the conflict, and the third scenario takes into consideration the China factor.
