Nuclear Security Programme (NSP)

Since its inception, the IPCS has been working on various issues related to disarmament, especially Nuclear Disarmament. We are the only research institute in South Asia that focuses on all aspects of Weapons of Mass Destruction (WMD), including  Chemical, Biological and Radiological weapons. We have undertaken numerous projects, both on an individual and collaborative basis, on the issue of WMDs.

Extending this work further, the IPCS Nuclear Security Programme is now partnering with the Nuclear Security Project of the Nuclear Threat Initiative (NTI), working towards global nuclear security

1. TRILATERAL INDIA-PAKISTAN-CHINA DIALOGUE ON ELIMINATION OF NUCLEAR WEAPONS
Till date, neither has India, China and Pakistan engaged in a dialogue on issues of nuclear weapons nor there exists a framework, even at the Track II level, for discussing nuclear issues between the three countries.

Aiming to bridge this gap, the IPCS brought together participants from India, China and Pakistan for the first time at Colombo in December 2008 to address possible steps towards disarmament. Apropos, the IPCS will have two trilateral dialogues in 2009, one in Shanghai in the third quarter and the other in Bangkok in the fourth quarter.

2. NATIONAL CAPACITY BUILDING WORKSHOP FOR YOUNGER SCHOLARS
The IPCS workshops provides basic introduction to disarmament and provide opportunities for research on nuclear issues, in turn build help capacity among younger scholars, refining their ability to analyse, criticise and think with an open mind. To this end, the IPCS organizes one workshop each year, held over three days, with a maximum of 30 participants selected from all over India.

3. REGIONAL WORKSHOPS
It has long been felt that discussions on nuclear disarmament happen only in New Delhi, while debates and concerns from other regions get drowned out. To address this imbalance, the IPCS plans to hold two regional workshops each year. The Institute will provide for the faculty/panel from New Delhi and conduct seminars and discussions at multiple centres in major metropolitan cities across India.

4. NATIONAL WORKSHOP FOR LEGISLATORS
For the last two years, the IPCS has been organising workshops on nuclear issues for senior Government officials (civilian and military). The Institute will organise a similar workshop for legislators (Members of Parliament) to inform them in depth about various issues relating to nuclear weapons and deterrence. This workshop will be held soon after the Parliamentary elections, in mid-2009. The IPCS will take this opportunity to highlight issues related to nuclear signaling, restraint measures, need for caution and provide knowledge and information regarding nuclear terrorism, fissile material controls and accidental nuclear war.

5. SEMINARS, DISCUSSIONS AND CONFERENCES
Through monthly seminars, panel discussions and conferences, the IPCS hopes to provide an exchange of information crucial for the evolution of an informed strategic community. The Institute has been a platform for informed academic exchanges and will continue to encourage healthy debate on pertinent national security issues. The IPCS holds one seminar each month on nuclear disarmament and WMD issues.

6. ONLINE MODULE WITH UPDATED NEWS, VIEWS AND ARTICLES ON WMDs
The IPCS’ website has a separate module on WMDs, where news, analysis and opinions from various sources are posted on a daily basis ensuring comprehensive coverage. The Nuclear Portal has been an emphasis area for the IPCS and the site provides an ideal platform to host exclusive articles on the subject of disarmament and arms control giving prominence to viewpoints and analysis on the latest developments, trends and issues related the subject. The online module also provides updates on the progress and activities of the Nuclear Security Project and an insight into emerging global nuclear disarmament debates through a separate portal.

7. INTERNSHIP
The Institute will offer 4 internships to students, from India and abroad, interested in working on chemical, biological, radiological and nuclear issues. The objective of this program is to build capacity, strengthen competence, foster alternative thinking and provide future scholars opportunities to garner a South Asian perspective on WMDs, non-proliferation and disarmament.

 
 
 

The Institute of Peace and Conflict Studies (IPCS) is the premier South Asian think tank which conducts independent research on and provides an in depth analysis of conventional and non-conventional issues related to national and South Asian security including nuclear issues, disarmament, non-proliferation, weapons of mass destruction, the war on terrorism, counter terrorism , strategies security sector reforms, and armed conflict and peace processes in the region.

For those in South Asia and elsewhere, the IPCS website provides a comprehensive analysis of the happenings within India with a special focus on Jammu and Kashmir and Naxalite Violence. Our research promotes greater understanding of India's foreign policy especially India-China relations, India's relations with SAARC countries and South East Asia.

Through close interaction with leading strategic thinkers, former members of the Indian Administrative Service, the Foreign Service and the three wings of the Armed Forces - the Indian Army, Indian Navy, and Indian Air Force, - the academic community as well as the media, the IPCS has contributed considerably to the strategic discourse in India.
